Yogesh Singh Appointed Interim AICTE Chairman

Yogesh Singh, Vice Chancellor of Delhi University, has been appointed as the interim Chairman of the All India Council for Technical Education (AICTE). The Ministry of Education (MoE) confirmed this additional charge in an official statement.

This temporary appointment will remain in effect until a permanent chairman for AICTE is officially appointed. It could also end earlier if the ministry issues further directives. The top post at AICTE became vacant on December 20 , following the conclusion of TG Sitharam’s tenure as chairman.

Yogesh Singh’s Administrative Experience

Professor Yogesh Singh brings an academic background and administrative experience to his new role. He has served as Vice Chancellor of the University of Delhi since October 2021 , guiding the institution through academic and administrative developments.

Before his tenure at Delhi University, Singh held the Vice Chancellor position at Delhi Technological University. He led the university from 2015 to 2021 . Earlier, he served as Vice Chancellor of Maharaja Sayajirao University, Baroda, in Gujarat, from 2011 to 2014 .

His leadership roles also include serving as Director of Netaji Subhas Institute of Technology, Delhi, from 2014 to 2017 . In August 2023 , Singh also received an additional charge as Director of the School of Planning and Architecture (SPA). He has also acted as Chairperson of the National Council for Teacher Education, spanning various educational bodies.

Academically, Singh holds a PhD in Computer Engineering. He earned his doctorate from the National Institute of Technology, Kurukshetra. The Ministry of Education highlighted his track record in teaching, innovation, and research, specifically in software engineering.

Upcoming Changes to Higher Education Regulation

This interim appointment occurs during a period of structural reform in India’s higher education landscape. The Union Cabinet recently cleared the Viksit Bharat Shiksha Adhishthan Bill 2025 . This bill is set to overhaul the existing regulatory framework for higher education.

The proposed legislation aims to replace several key regulatory bodies. These include the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the National Council for Teacher Education (NCTE). The bill seeks to consolidate and streamline the regulatory process for educational institutions nationwide.

Previously known as the Higher Education Commission of India (HECI) Bill, the new framework introduces a three-tiered council structure. Under the authority of the Viksit Bharat Shiksha Adhishthan, these three councils will each perform specific functions. One council will focus on regulatory aspects, setting guidelines and standards for institutions.

A second council will manage the accreditation process, evaluating and ranking educational institutions based on quality parameters. The third council will be responsible for maintaining academic standards across various disciplines. This new structure intends to create a unified and efficient system for governing higher education in India.

The consolidation of these regulatory functions is expected to simplify compliance for institutions and enhance oversight efficiency. For AICTE, its functions will transition under this new unified body once the bill becomes law. This reflects a broader strategic initiative by the government to foster a modernized and competitive education system as part of the Viksit Bharat vision.
