State-Wise Breakdown
Delhi has the highest number of fake universities, with 12 listed. Uttar Pradesh follows with four. Other states with two such institutions each include Andhra Pradesh, Karnataka, Kerala, Maharashtra, Puducherry, and West Bengal.
UGC’s Action and Legal Basis
The UGC has contacted state governments. It has requested appropriate action against these institutions. The UGC Act of 1956 permits degree conferral only by authorized universities. These are established by Central, State, or Provisional Acts.
Verification Process and Past Warnings
The UGC periodically inspects institutions. It maintains a list of fake universities on its official website, ugc.ac.in. This list helps students avoid unapproved institutions. In October 2025, the UGC previously listed 22 fake universities.
