Srinagar: New Specialized School for Disabled Children

Srinagar will host its first specialized school for children with visual and hearing disabilities. Deputy Commissioner Akshay Labroo announced the project Sunday, confirming the Abhinandan School will serve students across the entire Kashmir division. This institution aims to strengthen inclusive education infrastructure in the district.

The Abhinandan School is under development to provide specialized education. It will cater specifically to students with visual and hearing impairments. Deputy Commissioner Labroo described the project as a major initiative. He stated it reflects the administration’s commitment to improving access to quality education for specially-abled children throughout the division.

The Social Welfare Department in Srinagar is implementing several key projects. These initiatives aim to enhance educational and support services. They include the Palash and Parisha special schools. The department also focuses on upgrades to existing educational, sports, and health programs for children with special needs.

Inclusive Education Landscape in Jammu and Kashmir

Recent academic achievements demonstrate the capabilities of students with disabilities. Five students with disabilities achieved distinction in the Class 12 examinations this year. The Jammu and Kashmir Board of School Education (JKBOSE) conducted these examinations, showcasing successful integration for some students.

Despite these successes, overall enrollment of children with special needs (CWSN) in schools across Jammu and Kashmir has seen fluctuations. Ministry of Education data, shared in the Lok Sabha, details these trends over the past five years.

CWSN Enrollment in Jammu and Kashmir Schools

Academic Year Total Enrollment
2020-21 22,736
2023-24 17,993
2024-25 20,534

Enrollment initially registered 22,736 students in 2020-21 . It then declined to 17,993 students by 2023-24 . The latest figures show an increase, with enrollment reaching 20,534 students in 2024-25 . This represents a recovery after a period of decline.

Jammu and Kashmir recorded approximately 3.07 lakh persons with disabilities , according to Census 2011. A substantial proportion of this population had visual impairments. This demographic data underlines the demand for accessible educational facilities and support services.

Investment in Special Needs Education

Financial commitment to inclusive education in Jammu and Kashmir has increased overall. Total spending rose from Rs 10.22 crore in 2020-21 to Rs 12.87 crore in 2024-25 . The region experienced a temporary decline in funding during 2023-24 within this period.

Key Initiatives Supported by Funding

These funds support a range of crucial programs designed to integrate children with special needs into the education system. They include:

  • Identification and Assessment Camps: These camps detect disabilities early, allowing timely intervention.
  • Provision of Assistive Devices: Equipment like hearing aids, wheelchairs, and braille materials facilitate learning and mobility.
  • Transport and Escort Allowances: These subsidies help overcome logistical barriers, ensuring students can reach school.
  • Home-Based Education: This provision supports children with severe or multiple disabilities who cannot attend traditional schools.
  • Training and Salaries of Special Educators: Qualified educators are essential for delivering specialized instruction.
  • Creation of Barrier-Free School Infrastructure: Modifications like ramps and accessible restrooms ensure physical access for all students.
