SC Scholarship: Govt to Pay College Fees up to Rs 2 Lakh

The Indian government will directly pay college tuition fees for eligible Scheduled Caste (SC) students. This major policy change comes under a revised “Top Class Scholarship for SC students” scheme. The Ministry of Social Justice and Empowerment updated the guidelines for the 2024-25 academic session .

The scheme aims to promote quality education for SC students. It provides essential financial support. This support targets those pursuing higher education in premier institutions across India.

Eligible institutions include top-tier facilities. These are Indian Institutes of Technology (IITs), Indian Institutes of Management (IIMs), All India Institute of Medical Sciences (AIIMS), and National Law Universities (NLUs). Many other premier institutions also fall under the scheme’s umbrella.

Direct Fee Payments and Student Allowances

Under the updated guidelines, the government will cover the full tuition fee. It also pays other non-refundable charges. For private institutions, this funding has a cap of Rs 2 lakh per annum .

Payment of these fees and charges will go directly to students. The transfer method is through Direct Benefit Transfer (DBT). This ensures timely and direct financial aid.

Beyond tuition, students receive an academic allowance. This covers living expenses, books, and stationery. It also includes the cost of a computer or laptop from a reputed brand, along with accessories like a UPS and printer. The first year allowance is Rs 86,000 . For every subsequent year, students receive Rs 41,000 .

Eligibility Requirements

Several criteria must be met for an SC student to qualify:

  • The student’s total annual family income from all sources must not exceed Rs 8 lakh .
  • Admission must be secured in a full-time prescribed course. This course must be at one of the notified institutions. Admission must follow the institution’s standard selection criteria.

Fresh scholarships are awarded exclusively to first-year students. Students already enrolled in their second, third, or fourth year are not eligible for fresh scholarship slots. They cannot apply for new benefits under this revised scheme.

Scholarship Allocation and Reservations

The scheme has an overall scholarship cap. A total of 21,500 scholarships are available for the period covering 2021-22 to 2025-26. Specific fresh slots are allocated for the upcoming academic years:

Should the number of eligible students admitted exceed the slots available at an institution, scholarships will be restricted. Selection will occur based on inter-se merit from the institution’s admission criteria for the course. If a tie occurs for the final available slot, preference will go to the student with a lower family income.

A 30% reservation is in place for eligible SC girl students. This reservation also applies based on their inter-se merit. If not enough girl students qualify, these reserved slots may transfer to eligible boy students, maintaining the inter-se merit order.

Scheme Continuation and Restrictions

The scholarship scheme includes specific rules affecting its continuation and eligibility:

  • The benefit of the scheme will not be provided to more than two siblings within the same family.
  • Scholarship funding will be terminated if a student fails to gain promotion to the next semester or class. Academic progress is mandatory for continuation.
  • If a student changes their institute or college after being selected for the scheme, their scholarship will cease. Such students become ineligible for any further consideration under this program.
