NIOS, Odisha Partner to Re-enroll School Dropouts via ODL

The National Institute of Open Schooling (NIOS) and the Odisha School Education Programme Authority (OSEPA) have partnered to re-enroll school dropouts in Odisha. The agreement aims to help out-of-school children complete their secondary and senior secondary education. Students will utilize the flexible Open and Distance Learning (ODL) mode offered by NIOS.

Program Details

The new initiative focuses on providing education to students who left formal schooling. NIOS offers self-paced learning, allowing students to study outside traditional classroom settings. This method enables learners to continue their education on a flexible schedule.

Under the partnership, selected schools in Odisha will receive accreditation under the NIOS system. These schools will facilitate admissions for children in districts with high dropout rates. The program seeks to restore continuity and build confidence among these students.

Official Signing

Col. Shakeel Ahmad, NIOS Secretary, and Ananya Das, IAS, SPD, OSEPA, Government of Odisha, signed the agreement. Akhilesh Mishra, NIOS Chairman, was present during the signing. This collaboration reinforces NIOS’s commitment to making education accessible to all.

NIOS Qualification Validity

The All India Council for Technical Education (AICTE) recently directed colleges to admit NIOS students. AICTE stated that open school qualifications are fully valid. This directive ensures that NIOS pass-outs can pursue higher education opportunities.

National Dropout Trends

National surveys indicate a steady decline in school dropout rates across India over the past few years. The Economic Survey 2024-25 and UDISE+ data highlight these trends. Experts, however, attribute some of this decrease to factors like poor infrastructure, uneven enrollment rates, and inconsistent retention patterns, rather than solely improved access.

Dropout Rates by Schooling Level

Data from the Economic Survey shows specific dropout rates across different educational stages:

Schooling Level Dropout Rate
Primary 1.9%
Upper Primary 5.2%
Secondary 14.1%

The partnership between NIOS and OSEPA directly addresses the challenge of student dropouts. It provides a structured pathway for students to return to education and earn recognized qualifications. This effort supports educational inclusion for vulnerable student populations in Odisha.
