NCVET to Launch Research Division, Expand Skill Training

The National Council for Vocational Education and Training (NCVET) will establish a dedicated research division. This decision, made at its first general body meeting on Monday, January 12 , aims to create evidence-based skill development policies for India. The new division will serve as a policy think-tank, analyzing market trends and ensuring skilling programs meet industry demands.

The Ministry of Skill Development and Entrepreneurship (MSDE) confirmed the division will research labor market trends. It will also examine qualification relevance, system performance, and policy innovation. This structure supports responsive skilling regulations that adapt to changing employment patterns.

The Minister of State for Skill Development chaired the meeting. NCVET, India’s primary regulator for vocational education, approved several policy decisions. These decisions will reshape India’s skilling framework. The focus includes research-led regulation, inclusivity, and alignment with future workforce needs.

New Skilling Areas Identified

NCVET’s general body also discussed expanding skill training into new sectors. These include sports, languages, and geriatric care. This expansion targets emerging economic and social needs across India.

The council discussed establishing equivalency pathways for specific languages. English, Japanese, and German were mentioned. The goal is to improve international workforce mobility for skilled Indian professionals. This allows recognized qualifications to facilitate overseas employment.

A national strategy will also be developed to train a skilled workforce for India’s growing elderly population. This initiative addresses the increasing demand for specialized care services. It ensures trained professionals are available for geriatric care.

Key National Skill Initiatives

The general body reviewed several national programs. These initiatives aim to align skilling with new technologies and industry sectors. They address specific skill gaps in critical areas.

Skilling for AI Readiness (SOAR)

SOAR is a flagship program designed to democratize Artificial Intelligence learning. The initiative has recorded over 1.74 lakh enrolments . Members discussed SOAR’s role in bridging skill gaps in AI-driven industries. This prepares the workforce for future technological advancements.

Project Punah Sthapan

This project focuses on transitioning defence personnel into civilian jobs. It facilitates their re-entry into the non-military workforce. Under the program, 20 Tri-Services institutions now act as “dual awarding bodies.” This enables defence-trained personnel to receive nationally recognized civilian qualifications.

Semiconductor Workforce Strategy (2025)

The Semiconductor Workforce Strategy (2025) was another key discussion point. This roadmap identifies skilling needs across the entire semiconductor value chain. The strategy supports India’s ambition to become a global electronics manufacturing hub by 2025. It ensures a skilled talent pool for this critical industry.

NCVET’s Regulatory Role

NCVET currently regulates a significant number of vocational education entities. It oversees 161 Awarding Bodies and 68 Assessment Agencies nationwide. This regulatory oversight ensures quality and standardization in vocational training.

These policy decisions mark a strategic shift for India’s skill development ecosystem. NCVET aims to build a more responsive, future-ready, and inclusive workforce through these initiatives.
