Karnataka Mandates 1 Day Paid Monthly Menstrual Leave for Women

The Karnataka government has mandated one day of paid menstrual leave per month for eligible working women across the state. This new policy applies to female employees aged 18 to 52 years. The state cabinet cleared the menstrual leave policy last month. The government issued the official order on Wednesday, formalizing the new mandate.

Key Policy Details

Employers must provide 12 days of paid leave annually under the new order. This equates to one day of paid leave per month. The leave is specifically designated for use during an employee’s menstrual cycle. It cannot be carried over to the subsequent month. Women employees do not need to submit any medical certificate to avail this monthly leave.

Who Is Covered?

The policy specifically covers working women aged 18 to 52 years. It applies across various employment types within Karnataka. This includes women holding permanent positions. Contractual employees are also eligible. Furthermore, outsourced female employees are covered under this new directive. The policy aims to provide uniform support to a broad spectrum of the female workforce.

Applicable Industries and Establishments

The menstrual leave mandate extends to women working in several registered industries and establishments. These include entities registered under the Factories Act, 1948. Establishments governed by the Karnataka Shops and Commercial Establishments Act, 1961, are also included. Additionally, the policy applies to workers covered by the Plantation Workers Act, 1951. Women employed under the Beedi and Cigar Workers (Conditions of Employment) Act, 1966, will also benefit. Finally, the Motor Transport Workers Act, 1961, falls under the scope of this new government order.

Policy Objectives

The Karnataka government issued this order with several clear intentions. A primary goal is to enhance the health of working women. The policy also aims to improve their efficiency. Greater performance in the workplace is another stated objective. Importantly, the government seeks to enhance the mental well-being of female employees. This initiative reflects a focus on comprehensive support for women in the workforce.

Leave Usage and Conditions

The menstrual leave is strictly a monthly entitlement. Employees must utilize the designated leave day within the specific month it is allocated. Unused leave days from one month cannot be transferred or accumulated for use in future months. This ensures the leave addresses immediate menstrual health needs without creating a carry-over system. The absence of a medical certificate requirement simplifies the process for employees. It also reduces administrative burdens for employers, streamlining the access to this mandated leave.
