IIT Delhi Launches Power Sector Regulatory CoE

NEW DELHI — The Indian Institute of Technology (IIT) Delhi launched a Centre of Excellence (CoE) for regulatory affairs in the power sector on January 19 . Union Power Minister Manohar Lal inaugurated the new center. This initiative aims to strengthen India’s power sector regulatory framework.

Key Collaborators and Objectives

The CoE is a joint venture. Partners include IIT Delhi, the Central Electricity Regulatory Commission (CERC), and Grid Controller of India Ltd (Grid India). It will operate as a national hub. Its focus areas include regulatory research, capacity building, and knowledge dissemination. The center seeks to support India’s evolving power sector. This includes managing growing electricity demand, integrating renewable energy, and expanding power markets.

Multidisciplinary Focus Areas

The CoE’s work will span several critical areas. These areas are vital for modernizing India’s energy landscape:

  • Power Sector Regulation: Developing robust regulatory frameworks.
  • Market Design: Crafting efficient electricity market structures.
  • Grid Operations: Optimizing the national power grid.
  • Energy Transition: Addressing challenges in shifting to cleaner energy sources.
  • Decarbonization Pathways: Researching methods to reduce carbon emissions.
  • Digitalization: Integrating digital technologies into the power sector.
  • Emerging Technologies: Studying solutions like energy storage, demand response, and green hydrogen.

Support and Training for Professionals

The Centre of Excellence will provide essential support to the power industry. It will offer evidence-based analytical inputs to regulators and system operators. The CoE will also deliver structured training programs for power sector professionals. This aims to enhance human resource development across the industry.

Minister Highlights Regulatory Needs

Union Minister Manohar Lal stated that the CoE’s launch is timely. He emphasized the need for strong regulation. This regulation must be supported by knowledge and research. Lal added that the center will promote informed and forward-looking regulation. This aligns with India’s transition to clean energy, competitive markets, and consumer-centric reforms.

Research and Advisory Role

The CoE will work closely with CERC and Grid India. It will identify regulatory and sectoral challenges. The center plans to undertake cutting-edge research. This research will be supported by global academic and policy networks. It will also offer advisory and consultancy services. These services will benefit regulators and other power sector stakeholders.

Addressing Sector Challenges

The center’s work is expected to influence policy and regulatory decisions. It aims to address the power sector’s core challenges: affordability, sustainability, and efficiency. Furthermore, the CoE plans to strengthen institutional capacity. This includes distribution utilities and regulatory commissions. It will equip policymakers with analytical tools and India-wide system models. These tools will help evaluate regulatory proposals. The evaluation will focus on consumer welfare, system reliability, and investment signals.

Leadership Statements

IIT Delhi Director Rangan Banerjee expressed enthusiasm for the partnership. He stated the institute aims to generate knowledge. This knowledge will help make the electricity sector sustainable, affordable, and future-ready. CERC Chairperson Jishnu Barua underscored the CoE’s role in strengthening evidence-based policymaking. He affirmed that sound analysis, data, and long-term thinking must support effective regulation.
