Karnataka’s Cabinet has reviewed two significant draft bills, including the proposed Rohith Vemula Bill. The state government is seeking further input from the Home Department before proceeding with these legislations. This decision was announced on Thursday by Law and Parliamentary Affairs Minister H.K. Patil following a Cabinet meeting.
Rohith Vemula Bill Review
The draft Karnataka Rohith Vemula (Prevention of Exclusion or Injustice) Right to Education and Dignity Bill, 2026, was discussed. Minister Patil stated that inputs from the Home Department are required. The bill will return to the Cabinet for finalization after these inputs are received.
When questioned about the bill’s scope, specifically if it would include Other Backward Classes (OBC) in addition to Scheduled Castes (SC) and Scheduled Tribes (ST), Patil indicated the details would be clarified once the bill is approved.
‘Honour Killing’ Bill Also Reviewed
The Karnataka Freedom of Choice in Marriage and Prevention and Prohibition of Crimes in the Name of Honour and Tradition Bill, 2026, also underwent Cabinet discussion. Minister Patil referred to this bill as relating to human rights.
Similar to the Rohith Vemula Bill, this legislation has been sent back to the Home Department for additional consultation. It will be presented again at the next Cabinet meeting after the Home Department provides its opinion.
Next Steps
Both the Rohith Vemula Bill and the bill concerning honor killings are expected back before the Karnataka Cabinet. The government intends to move forward with these proposals after completing the necessary consultations with the Home Department.
