Anna University Sues Governor Over VC Suspension

Anna University has filed a petition in the Madras High Court challenging the Governor-Chancellor’s order. The order set aside the suspension of former Vice-Chancellor R. Velraj. The High Court admitted the petition on Tuesday.

University Challenges Chancellor’s Order

The case was heard by Justice M. Dhandapani. He issued a notice to the Governor-Chancellor. This followed preliminary arguments from Anna University’s counsel.

The university, represented by its Registrar, seeks to nullify the Governor-Chancellor’s proceedings dated September 5, 2025 . These proceedings revoked the suspension of Dr. Velraj.

Background of the Dispute

The suspension stemmed from allegations of irregular faculty appointments. These appointments allegedly occurred at affiliated colleges during Dr. Velraj’s tenure. Anna University’s governing body, the Syndicate, suspended him for these allegations.

Dr. Velraj appealed the suspension. The Governor-Chancellor then revoked it. He also allowed Dr. Velraj to retire with full benefits.

University’s Legal Arguments

Anna University’s Syndicate passed a resolution on July 31, 2025 . This resolution was in its 275th meeting. It called for Dr. Velraj’s suspension. The suspension was pending an inquiry into corruption and administrative irregularities.

The Convenor Committee, acting as VC, issued the suspension order. University counsel Richardson Wilson argued that the Chancellor lacks appellate authority. He stated the Chancellor acted without jurisdiction. Wilson also argued the Chancellor did not offer adequate opportunity to the Syndicate or the Convenor Committee.

The university contends the suspension was a preliminary step. It was not a final decision. Quashing it early is legally unsustainable, the university argued.

Court’s Next Steps

The High Court has admitted the writ petition. It issued a notice. The case will be heard further at a later date.
