UP Skill Training Institutes to Get A-D Grades from 2026

Uttar Pradesh will grade 1,712 skill training institutes on a 40-point scale. The new A-D ranking system begins with the 2026-27 academic year. The UP Skill Development Mission (UPSDM) is implementing the evaluation framework. Minister of State for vocational education, Kapil Dev Agarwal, directed the policy change.

Institutes will receive grades A through D. The grading process uses a 40-point scale. The final grades will be determined annually in March. Data from the official portal by the end of February will be used.

For the 2026-27 academic year, grading will consider average performance over three years. These years are 2023-24, 2024-25, and 2025-26. This approach uses multiple years of data, not just one.

Grading Framework Details

Mission director Pulkit Khare outlined the grading framework. Only institutions partnered with the mission by February will be included. Debarred or blacklisted centers will not be evaluated.

Performance Categories

Institutions will fall into four categories based on their scores:

  • Grade A: 36-40 points
  • Grade B: 30-36 points
  • Grade C: 25-30 points
  • Grade D: Below 25 points

The evaluation will focus on key areas. These include enrollment numbers. Training completion rates are also critical. Outcome-based performance will be measured.

Institutes Included

A total of 1,712 training providers will undergo review. This includes private centers. Government institutions are also part of the evaluation. Disabled training centers are included. Startups will be assessed. Programs like Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) are covered.

Minister Agarwal stated the system will benefit strong institutions. It will offer them more opportunities. Weaker institutions will face pressure to improve performance. This aims to raise overall training quality across the state.
