Delhi University (DU) has banned all public meetings, processions, demonstrations, and protests on its campuses for one month. The order, effective immediately, was issued on February 17.
University Cites Safety and Order Concerns
The ban aims to prevent traffic obstruction and threats to campus safety. DU officials stated that unrestricted gatherings could escalate. This could potentially impact law and order, according to an order from the office of the proctor.
The university cited a prior directive from the assistant commissioner of police, Civil Lines. This directive prohibits public meetings and activities that could disrupt public tranquility or traffic flow. These activities include slogan-shouting and speeches.
Manoj Kumar, DU proctor, stated that organizers have previously failed to control protests. These uncontrolled events have spread widely. They have led to a deterioration of law and order on campus.
The official order explicitly prohibits assemblies of five or more people. It also bans slogan-shouting, speeches, and carrying hazardous materials like torches. The ban will remain in effect for one month. It may be withdrawn earlier.
Criticism Over ‘Blanket Clampdown’
Some university officials view the ban as a broad restriction. Mithuraj Dhusiya, a member of DU’s executive council, called it a “blanket clampdown.” He acknowledged the need for peaceful protests and campus order.
However, Dhusiya questioned the use of “obstruction of traffic” as a reason to ban gatherings. He raised concerns about potential curbs on movements related to appointments and policy implementation. This includes the National Education Policy (NEP) and the UGC Equity Bill.
Dhusiya demanded the order’s rollback. He stated the proctor’s office cannot impose a unilateral ban on public meetings.
Recent Campus Incidents Prompt Ban
The ban follows recent campus disturbances. Two First Information Reports (FIRs) were filed last week. These were after a clash between student groups during a protest. On February 12, historian Irfan Habib had water thrown on him. This occurred during a social justice program.
