UP Cabinet Approves IIMT Greater Noida Campus, Liquidates JS University

The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, recently approved two significant proposals from the Higher Education Department. The Cabinet granted permission for an IIMT University off-campus center in Greater Noida and initiated the liquidation of JS University in Shikohabad, Firozabad district.

IIMT University Expansion

The Cabinet issued a Letter of Permission (LOP) to IIMT University, Meerut, for its new off-campus facility in Greater Noida. Higher Education Minister Yogendra Upadhyay confirmed the approval. This expansion aligns with the Uttar Pradesh Private Universities Act, 2019, and its Second Amendment Act, 2021, which permits the establishment of such centers.

The sponsoring institution, Association of Management Studies, Meerut, identified 4.796 acres of land. This land is located within the Greater Noida Industrial Development Authority area. A Letter of Intent (LOI) for the site was issued on February 25, 2025 .

JS University Liquidation

Higher Education Minister Yogendra Upadhyay announced the state government’s decision to liquidate JS University, Shikohabad. This action reflects a zero-tolerance policy towards corruption and irregularities. JS University was established in 2015 .

Investigations revealed the university engaged in serious misconduct. It issued forged and backdated mark sheets and degrees for the BPEd course. These fraudulent documents were subsequently used by candidates in the Rajasthan Physical Education Teacher Recruitment Examination 2022.

Further inquiries confirmed widespread irregularities. The Rajasthan Police investigation led to the arrest of the university’s chancellor and registrar. Government-appointed investigation committees also validated these findings.

The university violated several provisions of the Uttar Pradesh Private Universities Act, 2019. Specific violations included the misuse of its authority to award degrees and the issuance of fake mark sheets and degrees. The university also failed to comply with prescribed land requirements and did not provide mandatory information to the Uttar Pradesh State Higher Education Council.

Post-Liquidation Procedures

Following the university’s dissolution, all JS University records will be transferred to the custody of Dr. Bhimrao Ambedkar University, Agra. This transfer ensures the authenticity of all previously issued mark sheets and degrees, which will be verified against these records.

The Cabinet also constituted a three-member interim committee. This committee will manage the university’s activities during the dissolution period, operating under Section 55(6) of the relevant act.
