Understanding APAAR IDs and Their Purpose
An APAAR ID functions as a distinct 12-digit identifier for every student within the Indian education system. This registry’s primary goal is to centralize and accumulate all academic and skill-based credits a student earns. From school-level achievements to higher education degrees and vocational training, the APAAR ID creates a comprehensive, lifelong record.
This system aims to simplify the recognition and transfer of credits, fostering smoother transitions between different educational institutions and skill development programs. The Academic Bank of Credits (ABC) Scheme
The government launched the Academic Bank of Credits (ABC) scheme to underpin the APAAR ID system. The ABC serves as a virtual bank for academic credits, allowing students to deposit credits earned from various recognized institutions. These credits can then be redeemed for degrees, diplomas, or certificates at other institutions.
The ABC scheme utilizes the robust digital infrastructure of DigiLocker and the National Academic Depository (NAD) . This integration ensures a secure, verifiable, and permanent platform for storing educational documents and transcripts. It streamlines the credit transfer process, making academic mobility more accessible for students across the country.
National Credit Framework (NCrF) Implementation
Complementing the ABC and APAAR ID is the National Credit Framework (NCrF) , introduced by the Education Ministry. The NCrF provides a standardized framework for the creditisation of all forms of learning, including formal, non-formal, and experiential learning. It assigns credit values to various educational qualifications and skill development programs.
The University Grants Commission (UGC) developed a Standard Operating Procedure (SOP) to guide the operationalization of the NCrF. This SOP facilitates significant flexibility, allowing students to count up to 50% of their total credit requirement for a program through skill-based or vocational courses. This measure encourages multidisciplinary learning and recognizes practical skills alongside traditional academic achievements.

Last year, Union Education Minister Dharmendra Pradhan provided an update on the initial phase of the initiative. He stated that 25 crore APAAR IDs were generated by approximately 15,000 academic institutions. At that point, more than 35 lakh academic records were mapped with APAAR IDs.
The Indira Gandhi National Open University (IGNOU) emerged as a leading contributor in the previous phase. IGNOU alone generated 20.38 lakh APAAR IDs and uploaded 32 lakh academic records, showcasing substantial engagement with the system.
