Delhi Class 9 Failures: 3.2 Lakh Students Failed, NIOS Data

Delhi government schools reported over 3.2 lakh students failed Class 9 across five academic years, according to new data from the Ministry of Education. Out of this total, 71,124 students subsequently enrolled in the National Institute of Open Schooling (NIOS) .

The academic year 2023-24 recorded the highest number of Class 9 failures in this period, with 1,01,344 students failing their examinations. Following these results, 7,794 of these students were admitted to NIOS for the 2024-25 academic session. This data indicates a significant challenge in student progression within the Delhi education system.

Purpose of NIOS in Student Progression

The National Institute of Open Schooling offers an alternative educational route for students who do not pass Class 9 in formal government schools. This initiative aims to prevent school dropouts and provide a continuing education pathway. Students can pursue Class 10 through NIOS, and upon successful completion, they have the option to rejoin formal schooling at their original institution.

Fluctuating Failure Rates and Admissions

The Ministry of Education’s data reveals fluctuating patterns in both Class 9 failure rates and the corresponding NIOS admissions over the five years. In the 2022-23 academic year, 88,421 students failed Class 9 . A substantial portion of this group, 29,436 students, enrolled in NIOS for the 2023-24 academic session. This figure represents the highest percentage of admissions to NIOS relative to the total Class 9 failures recorded in any single year of the period.

In contrast, despite the 2023-24 academic year seeing the highest number of failures at 1,01,344 students , the subsequent NIOS admissions for the 2024-25 session were significantly lower. Only 7,794 students from this large failed cohort chose to join NIOS. This stark difference highlights a potential gap between the number of students failing and those utilizing the alternative open schooling pathway.

Year-by-Year Data: Class 9 Failures and NIOS Admissions

The following table provides a detailed breakdown of the number of students who failed Class 9 in Delhi government schools and the number subsequently admitted to NIOS, organized by academic year:

Academic Year (Failed) Students Failed Class 9 Academic Year (Admitted to NIOS) Students Admitted to NIOS
2020-21 31,541 2021-22 11,322
2021-22 28,548 2022-23 10,598
2022-23 88,421 2023-24 29,436
2023-24 1,01,344 2024-25 7,794
2024-25 70,296 2025-26 11,974

Implications for the Education System

The overall data indicates a persistent issue with Class 9 pass rates in Delhi government schools. Over five academic years, more than 2.5 lakh students who failed Class 9 did not proceed to NIOS, suggesting a significant portion may have exited the formal education system. While NIOS provides a crucial safety net for many, its utilization does not fully address the substantial volume of students struggling to progress past Class 9. These figures underscore potential challenges in educational access and retention. Further assessment of teaching methodologies, curriculum design, and enhanced support systems for students at this critical academic juncture could help reduce failure rates and ensure greater educational continuity for Delhi’s youth.
