JAMMU: The Jammu and Kashmir government has designated the Board of School Education (JKBOSE) as the State School Standards Authority (SSSA) for the Union territory. This decision, announced on Monday, aligns with the National Education Policy (NEP) 2020.
The Under Secretary in the School Education Department, Thanaji Bhat, issued the official order. This designation aims to ensure transparent, independent, and effective regulation of all schools across Jammu and Kashmir.
National Education Policy 2020 Mandate
The National Education Policy (NEP) 2020 provides a comprehensive framework for reforming India’s education system. A core provision within the policy mandates the establishment of State School Standards Authorities in each state and union territory. These authorities are fundamental for upholding educational quality and consistency nationwide.
NEP 2020 emphasizes the necessity of a robust regulatory system. It advocates for distinct bodies to manage varying aspects of school administration. This separation aims to prevent conflicts of interest. It also allows for specialized focus on academic, examination, and administrative functions. Responsibilities of the SSSA

PARAKH, the national assessment centre under the National Council of Educational Research and Training (NCERT), suggested that state examination boards are well-suited for SSSA roles. This approach promotes equivalence of standards across different school boards nationwide.
Jammu and Kashmir is not the first to implement this directive. Several other states and union territories have already designated their respective boards as SSSAs. The Central Board of Secondary Education (CBSE) serves as the SSSA at the national level. Additionally, the governments of Himachal Pradesh and Mizoram have similarly notified their state boards, establishing a clear precedent for J&K’s decision.
JKBOSE’s Capacity for the Role
