Counselling registration for NEET PG 2025 began on **November 6**, 2024. Choice filling commenced on **November 21** via the official HNB Uttarakhand Medical Education University website, hnbumu.ac.in. The university, based in Dehradun, also released the final seat matrix for round one counselling.
Uttarakhand NEET PG Bond Policy
The state’s bond policy requires students to complete two years of service. This service must take place in a government hospital or health centre located in a hilly region of Uttarakhand. Failure to complete this service results in a penalty of **Rs 2.5 crore**.
Candidates must submit the bond on stamp paper. Two sureties must sign the document. Penalties apply for defaulting on the service bond, discontinuing the MD or MS course, or remaining absent from duty. The government considers bond default as professional misconduct. Such cases may be reported to the National Medical Commission (NMC) or the state medical council. This can lead to action, including potential cancellation of medical registration.
Government Medical College Fees
The state government approved a specific fee structure for government medical colleges. Students who sign the mandatory rural-service bond will pay **Rs 60,000 per year** for MD and MS courses. Students opting out of the bond pay **Rs 5 lakh per year**.
Shri Guru Ram Rai Institute Fees
Shri Guru Ram Rai Institute of Medical and Health Sciences (SGRR) in Dehradun announced its fee structure for the 2025-26 academic year. A three-year MD Radiodiagnosis course costs **Rs 96 lakh** in tuition alone. Other high-cost courses include MS Obstetrics and Gynaecology and MS Orthopaedics.

Himalayan Institute of Medical Sciences (HIMS) Fees
The Himalayan Institute of Medical Sciences (HIMS) in Dehradun also released its PG tuition fees for 2025-26. Three-year MD course tuition fees range from **Rs 37 lakh to Rs 90 lakh**. Additional charges exceed **Rs 8 lakh**, bringing the total cost for some specialities close to **Rs 1 crore**. This includes courses like MS Orthopaedics, MS Obstetrics and Gynaecology, and MD Radiodiagnosis.
HIMS reserves 30% of seats in each programme for permanent residents of Uttarakhand. Eligible Uttarakhand domicile students admitted under this quota receive a 25% tuition fee rebate.
