UGC Demands Urgent Mental Health Survey Completion from HEIs

Higher Educational Institutions (HEIs) must immediately complete a student mental health and well-being survey, the University Grants Commission (UGC) announced. The Supreme Court expressed disappointment over low institutional participation and warned of impending action against non-compliant HEIs. The survey is crucial for student support and to inform a national report on mental health challenges.

Supreme Court Mandate and Warning

The Supreme Court observed that a significant number of institutions have not yet responded to the mental health survey. This survey is part of a Supreme Court-mandated initiative aimed at addressing mental health issues among students nationwide.

The Court stressed that full cooperation from all institutions is essential. The survey aims to collect vital data to support student mental well-being and enable the National Task Force (NTF) to complete its comprehensive report on the issue.

An official UGC notice reiterated the urgency, stating, "We would like to give one last opportunity to all these Institutes to cooperate and join the survey, failing which we may have to pass some orders which the Institutes may not like and may bring a bad name to the respective Institutes." This statement underscores the critical need for immediate compliance.

National Task Force Established

The National Task Force (NTF) was formed following a specific directive from the Supreme Court. Its establishment directly responds to a reported rise in suicides across colleges and universities in India.

The NTF comprises representatives from various fields, ensuring an interdisciplinary approach to mental health issues. This composition allows for a broad perspective on understanding and addressing the complexities of student suicides within HEIs.

NTF Objectives and Data Collection

The primary aim of the NTF is to identify the underlying causes contributing to student suicides. Additionally, the task force is charged with reviewing existing regulations and suggesting effective preventative measures.

The NTF portal serves as the central platform for data collection. This platform gathers crucial perspectives from a wide range of stakeholders. These include college students, their parents, faculty members, mental health service providers, and institutional representatives.

The data collected through this portal is indispensable for developing informed strategies and policies to enhance student mental health support systems across the nation.

Mandatory Mental Health Policy

In July, the Supreme Court issued 15 pan-India guidelines specifically designed to prevent student suicides. These guidelines make it mandatory for all educational institutions to adopt a robust mental health policy.

The Court explicitly stated that these measures are binding. They will remain in effect and must be adhered to until proper legislation or comprehensive regulatory frameworks are established by the relevant authorities. Institutions must integrate these policies into their operational structures without delay.

Consequences of Non-Compliance

Institutions failing to participate in the mental health survey face potential negative repercussions. The Supreme Court’s warning indicates that specific orders may be passed against non-compliant HEIs. Such actions could damage an institution’s reputation and standing.

Timely submission of survey data is therefore not only a directive but also a protective measure for institutions and a vital step towards safeguarding student well-being.
